Cecille is a dynamic and visionary leader with a rich background in global human resources, operations, and hospitality consulting. She previously served as a Global Human Resources Scrum Master, where she led Regional HR Managers across Southeast Asia and successfully facilitated numerous projects using the Scrum framework. Prior to that, she held the position of Human Resources Director for a prominent group of hotels and resorts in the Philippines, overseeing comprehensive HR strategies across multiple properties.
With a strong academic foundation—a master’s in business administration majoring in Operations Management, and a degree in Industrial Engineering—Cecille has continuously applied her analytical and strategic mindset to diverse industries. She has provided expert consultancy services to companies in the BPO sector, manpower agencies, retail, construction firms, and a wide range of hospitality businesses.
Cecille has undergone extensive training in Six Sigma, Agile Leadership, Scrum, Kanban, Project Management, Hotel Operations Management, and Strategic Planning. Her broad exposure has also allowed her to gain familiarity with labor laws across various countries, including the People's Republic of China, Philippines, South Africa, the USA, Mexico, Vietnam, Laos, Thailand, Indonesia, UAE and Cambodia.
Early in her career, she served as Marketing Head for a BPO company while still in college and later took on the role of Revenue Management Consultant for two hotels and resorts in Subic, Philippines. Today, Cecille is the proud Founder and President of MCA Hospitality Business Consultancy, where she is passionately committed to empowering hospitality professionals and helping them thrive in their careers.
John Irving Rafal
VP Operations
John is a seasoned HR professional with a solid track record of leadership across multiple industries. He began his career as a Regional Human Resources Officer, overseeing HR operations for six properties across the Philippines. He then advanced to become the HR Manager of a luxury hotel in Tagaytay and currently holds the same position at a prominent healthcare company in Cebu City. With hands-on experience in the BPO sector, manpower agencies, and construction, John brings a versatile and comprehensive perspective to human capital management. One of his core areas of expertise lies in handling Collective Bargaining Agreements (CBA), making him a valuable asset in labor relations and negotiations.
It was John who first saw the potential in Cecille to launch her own consultancy. Driven by a shared passion for people and strategic business support, he encouraged her to establish MCA Hospitality Business Consultancy so they could partner with business owners as trusted HR allies. John’s forward-thinking vision doesn’t stop there—he dreams of evolving MCA into a full-fledged Group of Companies, setting the benchmark in human resource solutions under the bold tagline: “Your One-Stop Shop in Human Resources.”

This transformative project aims to restore a vital secondary main line linking London St Pancras with Manchester via Leicester, Derby, and Matlock—playing a pivotal role in the UK government’s “levelling up” agenda by reuniting the East Midlands and the Northwest with enhanced rail connectivity.

She ensures the payroll system is consistently up to date, prepares BIR Form 2316, and serves as the primary point of contact for all compensation and benefits-related inquiries.

Account Executive
Venice is a bright and driven graduate with a degree in Business Administration majoring in Human Resources Management. She has undergone specialized training in Organizational Culture Change and HR in the Age of AI, equipping her with a forward-thinking mindset and the tools to navigate the evolving HR landscape. Her experience at the Municipal Human Resources Management Office in Orani, Bataan, gave her valuable insights into public sector HR operations.
